For the most part, many of the characters on this Wiki are rather complex and dynamic with many going through major redemption or self-improvement arcs. However, which Shonen Rival approved here do you consider the most flat in terms of character?

What do you think @Ferrari Fan 488?
@ACisNet999 Daybreak as he is a one-shot. And Katana Man.
Personally, I hope Daybreak's character gets expanded on if he makes more appearances in the manga considering that he's in my top 10 favorite characters of the series.
Ngl Yuri’s kinda flat too, I mean, he has more depth than Daybreak, but compare him to Vegeta or Sasuke, well, nada.
Personally, I don't think Yuri is particularly flat and I do feel there is more to him beyond his sister complex. For example, despite antagonizing Anya and considering her a "threat", I do feel like he has some genuine care for her beyond simply being Yor's adoptive daughter which is shown by the fact that he rushed over to the Lieutenant with genuine concern to confirm whether Anya was a hostage. Since he only thought about how this could affect Yor after confirming the news, I think this is enough to prove that Yuri does ultimately have a secret soft spot for Anya and does genuinely see her as his niece deep down. What do you think?
@ACisNet999 Agreed, but it is true he is not as developed as a character as the likes of Vegeta and Sasuke.
Well, to be fair, the manga hasn't finished running so he might undergo major character development. Also, I know this is somewhat unrelated but I feel that Yuri will be the first Forger to find out about Anya's telepathy powers. This is because as a member of the Secret Police, he likely has access to top secret information on government projects and it's likely that the project involving Anya is of that nature since the scientists shown in her flashback are seen working on Project Apple which was outright stated to have been orchestrated by the National Unity Party so I think they could be tied. As such, I think that Yuri might find secret and well-hidden documents or even videos on Anya as an experiment. What do you think Yuri would do if he found out about Anya's past and her being a telepath?
No idea @ACisNet999
Well @Ferrari Fan 488, I really love that one episode in Season 2 where it just shows Yuri doing his job. It shows and takes perfect advantage of all of his strengths from a character standpoint by displaying his competence and gave him a Pet the Dog moment for whom he would normally consider an enemy. It's honestly one of my favorite episodes in the show.
But come on, Tom and Jerry are just slapstick cartoon characters with their only depth coming from how they seem to act like roommates and best friends at times. By the way, that reminds me, maybe the Cockroaches from Oggy might qualify with four Basic Traits.
